Background

AFP traces its origins to Havas, founded in Paris in 1835 as the world's first news agency. The modern AFP was born on August 20, 1944, when French Resistance journalists seized the Vichy-controlled French Information Office as Allied forces liberated Paris and began issuing dispatches under the AFP name. It operated as a de facto government arm until France's parliament passed a statute in January 1957 establishing AFP as an autonomous public-interest entity and mandating editorial independence and impartiality. That independence has faced recurring pressure: longtime director Jean Marin was forced to resign in 1975 after clashing with President Valéry Giscard d'Estaing's government over coverage decisions. AFP grew into one of the world's three major wire services, operating in more than 150 countries with reporters of roughly 80 nationalities. In 2015, the French state restructured its financial support into subscription contracts and public-interest compensation—totaling around €113 million annually, roughly one-third of AFP's revenue. Starting in 2025, AFP faced a significant financial crisis: Meta ended its U.S. fact-checking program ahead of Donald Trump's return to the White House, eliminating a revenue stream AFP relied on, while Trump advisor Kari Lake moved to terminate approximately $53 million in U.S. government news-wire contracts with AFP, Reuters, and the AP.
