Background

The group was formed in February 2020 by Sarah Miller, a former U.S. Treasury official, with early backing from Omidyar Network. It grew out of the "new antitrust" or neo-Brandeisian movement, which Barry Lynn's Open Markets work helped shape. It publishes research, policy briefs, press statements and commentary on monopoly power in tech, agriculture, health care, finance and retail. It also lobbies Congress and agencies. Miller left her post as executive director to become chief of staff at the Federal Trade Commission under Chair Lina Khan, and the group later welcomed her back to its board. Its alumni and allies filled several Biden-era antitrust and economic-policy jobs, which conservative outlets such as Fox News and the Daily Wire have criticized, citing its donor ties to Soros and Omidyar. Its funding and ties to former officials are open about its purpose: it is an openly advocacy-driven organization, not a neutral research body. Its perspective is populist and pro-regulation, favoring breakups, strict merger review and limits on corporate political power. Under Trump's second term it has attacked deals and policies it sees as favoring large corporations or being politically influenced. At the same time, it has sometimes backed antitrust cases pursued by the administration, particularly against Big Tech.
