The AFBF was founded on November 12, 1919, in Chicago, when Farm Bureau leaders from 34 states formed a national federation to represent farming and ranching families. It grew out of the county farm bureau movement that emerged before World War I, when the federal government began deploying agricultural extension agents. In the 1920s membership declined sharply during the farm-price collapse, but the organization recovered in the 1930s by helping draft the Agricultural Adjustment Act of 1933, a key New Deal measure. Over subsequent decades, AFBF shifted from supporting government intervention toward a free-market orientation — advocating against price controls, environmental regulations, and what it characterizes as government overreach. It is now the largest general farm organization in the United States, a federation of Farm Bureaus in all 50 states and Puerto Rico comprising more than 2,800 county-level organizations. AFBF spends more on agricultural lobbying than any other organization — over $2 million annually in recent years — and its political contributions have historically skewed Republican (roughly 62% in reported cycles). Critics, including smaller farmer groups and investigative outlets, have argued that AFBF's policy positions favor large commercial operations and agribusiness interests over family-scale or small farmers. Its relationship with the second Trump administration has been pragmatic: it welcomed direct farm assistance programs but has issued sustained warnings that sweeping tariffs are eroding export markets and raising farm operating costs.
