Background

Americans for Tax Reform was founded in 1985 by Grover Norquist, who has said he created the group at the request of President Ronald Reagan to build grassroots support for Reagan's 1986 Tax Reform Act. ATR quickly became one of the most influential conservative advocacy organizations in Washington, best known for its 'Taxpayer Protection Pledge,' which asks candidates for federal and state office to commit in writing to never vote for a net tax increase. As of 2025, more than 250 elected officials had signed the pledge, including 44 U.S. senators, 191 House members, and 17 governors. Organized as a 501(c)(4) social welfare nonprofit, ATR is not required to disclose its donors; watchdog groups have traced contributions to Koch-affiliated foundations, major tobacco corporations, and the conservative outside spending group Crossroads GPS, and Issue One reported the group raised $67 million between 2010 and 2016. In 2006, a Senate Indian Affairs Committee investigation into the Jack Abramoff lobbying scandal found that ATR had served as a financial conduit, passing funds from Abramoff's clients to pay for covert grassroots lobbying campaigns. ATR strongly endorsed the Trump administration's One Big Beautiful Bill Act, signed into law on July 4, 2025, which made key provisions of the 2017 Tax Cuts and Jobs Act permanent. A notable point of friction has been Trump's tariff agenda: Norquist has repeatedly stated that 'tariffs are taxes' and warned they harm American consumers, putting ATR at odds with a central pillar of Trump's trade policy even while the group broadly supports the administration's overall fiscal direction.
