Background

The IPS Communication Foundation was established in Turkey in 1993, and launched Bianet (Bağımsız İletişim Ağı, meaning Independent Communication Network) in January 2000, founded by journalist Nadire Mater—a former Reporters Without Borders representative—and left-wing activist Ertuğrul Kürkçü. It was conceived as an antidote to the commercial and political capture of mainstream Turkish media that accelerated through the 1990s. Bianet is affiliated with the Inter Press Service global news wire and publishes in both Turkish and English. Funded largely by European Commission grants and international pro-democracy foundations rather than advertising, it has maintained editorial independence from both Turkish state and private media conglomerates. The outlet is best known for its systematic monitoring of press freedom violations in Turkey, including tracking journalists imprisoned or fined under 'insulting the president' laws, and has partnered with Reporters Without Borders on the Media Ownership Monitor Turkey project. In July 2019, a Turkish court briefly ordered Bianet blocked on national security grounds, but the order was quickly reversed after it was determined Bianet had been added to the block list by mistake. In 2026, Bianet became the first news outlet in Turkey to receive certification from the Journalism Trust Initiative (JTI), a credential designed to recognize transparent, rights-based editorial standards.
