Background

Carolina Journal was launched in 1991 as the news arm of the John Locke Foundation, which was co-founded in 1990 by Art Pope — a North Carolina retail businessman and major Republican donor — to promote free-market and limited-government ideas in the state. The publication gained early credibility in 1997 when executive editor Don Carrington exposed a $21 million North Carolina legislative slush fund, establishing it as a source for investigative reporting on state government. Art Pope and the John William Pope Foundation have supplied approximately 79–80% of the John Locke Foundation's total funding over the years, giving Pope significant influence over the parent organization's direction. Additional conservative funders, including the Bradley Foundation, have contributed millions of dollars to the foundation. Carolina Journal focuses heavily on North Carolina state politics, courts, education policy, and fiscal issues, approaching all of these from a conservative, limited-government standpoint. AllSides rates the outlet 'Lean Right,' and critics — including progressive advocacy groups — have described it as an advocacy-aligned outlet that advances Art Pope's political and policy agenda. The outlet has maintained a consistent editorial identity since its founding, with no major ownership changes, remaining fully under the John Locke Foundation umbrella.
