Cato Institute

U.S. libertarian

The Cato Institute is an independent libertarian think tank headquartered in Washington, D.C., funded almost entirely by private donors with no government money. It promotes individual liberty, limited government, free markets, and a restrained foreign policy — a mix that puts it at odds with both major parties on different issues. During the Trump second term, Cato has been broadly critical, opposing the administration's cuts to legal immigration, its use of tariffs and industrial policy, its expansion of state-directed corporate investment, and its approach to antitrust enforcement.

Owned byIndependent 501(c)(3) nonprofit governed by a board of directors. Co-founded in 1977 by Ed Crane, Murray Rothbard, and Charles Koch; restructured in 2012 to eliminate a Koch-family shareholder arrangement and replace it with traditional board governance.
