The Center for American Progress (CAP) is a Washington, D.C.-based progressive policy think tank and advocacy organization, founded in 2003 as an explicitly liberal counterweight to conservative institutions like the Heritage Foundation. It is funded primarily by donations from major Democratic-aligned foundations, large financial firms, and tech companies, and is governed by a board with close ties to the Democratic Party. Since the start of the second Trump administration in 2025, CAP has published consistently and sharply critical research and commentary on the administration's economic, immigration, foreign policy, and civil liberties record.
