Background

Robert Greenstein, a former food and nutrition official in the Carter administration, founded CBPP in 1981 with a $175,000 grant from the Field Foundation, explicitly to analyze and counter the deep social-program cuts in President Reagan's first budget. The organization quickly built a reputation for detailed fiscal analysis and became a go-to source for congressional staff and journalists tracking the federal budget. Over the following decades it expanded from federal budget work into state budget and tax policy, health coverage (particularly Medicaid and the Affordable Care Act), housing assistance, and tax credits such as the Earned Income Tax Credit. CBPP calls itself nonpartisan, but independent bias-rating organizations — including AllSides (rated 'Left') and Media Bias/Fact Check (rated 'Left-Center') — classify it as a progressive advocacy organization; its funding base and policy positions consistently align with the political left. Sharon Parrott became president in the mid-2020s after Greenstein stepped back. During Donald Trump's second term, beginning in January 2025, CBPP published extensive critiques of administration policies, including a report titled 'A Record of Historic Harm in the First Year of Trump's Second Term,' covering health coverage rollbacks, federal funding disruptions, and Medicaid work requirements. Conservative critics, including the American Legislative Exchange Council, have argued the organization's research outputs are shaped by its advocacy goals rather than neutral analysis. CBPP has a strong factual-accuracy record — fact-checkers have rarely flagged errors in its data — but its framing and policy conclusions consistently favor expanding government social programs over budget reductions.
