Background

CGTN traces its roots to CCTV-9, China Central Television's English-language international channel, which launched officially in September 2000. On December 31, 2016, the network was rebranded as China Global Television Network (CGTN), expanding to six channels, overseas production centers in Washington D.C., Nairobi, and London, and a new media cluster — part of a broader Chinese government push to build a global media presence comparable to BBC or CNN. In 2018, CGTN was folded into the newly created China Media Group, bringing it under tighter CCP institutional control. In the United States, the Department of Justice compelled CGTN America to register under the Foreign Agents Registration Act (FARA) in February 2019, concluding the network was designed to influence American public opinion on behalf of the Chinese state; as a result, CGTN journalists were denied Congressional press credentials. In the United Kingdom, broadcast regulator Ofcom revoked CGTN's license in February 2021, ruling that the network was ultimately controlled by the CCP, which is prohibited under UK broadcasting law. The Opinion section in particular serves as a platform for commentators aligned with Chinese government viewpoints on trade disputes, Taiwan, U.S. foreign policy, and global governance. CGTN's editorial record shows a consistent pattern of promoting narratives favorable to Beijing while highlighting criticism of Western governments, especially the United States.
