Background

China Daily was founded in June 1981 as China's first national English-language daily after the 1949 founding of the People's Republic, created explicitly to shape how foreign audiences perceive China and the CCP. The State Council Information Office, the external arm of the Central Propaganda Department, has stated publicly that China Daily is 'one of our most important tools in carrying out external propaganda.' Over subsequent decades the outlet expanded globally, establishing U.S., European, Asian, and African editions to broaden Beijing's international media presence. Its U.S. distribution arm, China Daily Distribution Corporation, has been registered as a foreign agent under the Foreign Agents Registration Act (FARA) since 1983 and disclosed more than $15.7 million in U.S. influence-related spending between 2017 and the early 2020s, including tens of millions of dollars in paid advertising supplements placed in major American newspapers. In February 2020, the U.S. State Department formally designated China Daily Distribution Corporation as a foreign mission, meaning it legally qualifies as effectively controlled by a foreign government. China Daily's 2025–2026 editorials have criticized U.S. tariff policies as destabilizing while simultaneously praising moments of high-level diplomatic engagement — a pattern that reflects Beijing's dual-track strategy of opposing specific U.S. policies while seeking stable state-to-state relations. Press-freedom organizations and independent media researchers consistently classify China Daily as a state propaganda organ that presents Beijing's preferred narrative rather than editorially independent journalism.
