Background

City Journal was founded in 1990 by Richard Vigilante, editorial director of the Manhattan Institute, who served as its first editor. Vigilante originally envisioned a for-profit venture but persuaded Manhattan Institute leadership to sponsor it, positioning the magazine as a cosmopolitan alternative to more traditional right-wing outlets. Myron Magnet edited it from 1994 to 2006, sharpening its focus on urban policy and making it influential in debates over policing, welfare reform, and city governance during the 1990s. Brian C. Anderson has served as editor since late 2006, overseeing expansion to a robust web presence. The magazine became a significant platform for critiques of progressive urban governance, public-school administration, and, in the 2020s, critical race theory and DEI policies in government and higher education. Funding flows through the Manhattan Institute, which draws heavily on major conservative foundations and donors with longstanding ties to the Republican Party. In 2023–2025, City Journal ran a formal symposium series producing concrete policy proposals intended for a prospective Republican administration, and its coverage since January 2025 has broadly supported Trump administration initiatives on deregulation, immigration enforcement, and education—though the magazine has at times expressed reservations about certain Trump economic positions such as tariffs.
