Background

CPA was founded in 2007 by a coalition of farmers, ranchers, manufacturers, and labor representatives who argued that U.S. trade agreements were delivering import surges and job losses rather than export gains. Michael Stumo, an agricultural and antitrust attorney, served as CEO from the organization's founding through early 2025. Under Stumo, CPA built a reputation as one of the most consistent and detailed outside advocates for U.S. trade protectionism, publishing economic research, trade-deficit analyses, and policy proposals — including a tiered global tariff model ranging from 0% to 55%. The organization claims bipartisan membership, but Media Bias/Fact Check rates it as right-biased, citing its alignment with conservative trade agendas and its participation in Project 2025, the Heritage Foundation-convened policy advisory effort for a second Trump term. Bloomberg described CPA as providing some of the 'most vocal outside intellectual support' for President Trump's tariff program during his second term. In February 2025, Stumo left CPA to become Associate Director for Economic Policy and Buy America at the Office of Management and Budget, a move that underscored the organization's close ideological ties to the administration. Jon Toomey was elevated to President and Nick Iacovella to Executive Vice President to continue its work. CPA has issued statements applauding the Trump administration's Section 232 tariff expansions on steel, aluminum, and copper, and has actively supported the administration's stance on Chinese transshipment and supply-chain reshoring.
