Background

CCIA was founded in 1972, originally to challenge the dominance of IBM in the computer industry at a time when antitrust concerns about large tech firms were first emerging. Over the following decades it was active in antitrust proceedings involving IBM and AT&T, and later participated in the Microsoft antitrust cases of the 1990s. As the internet economy grew, CCIA expanded its focus to include net neutrality, copyright reform, patent policy, and opposition to internet censorship. By the 2000s and 2010s, its membership had shifted to include the very large platform companies — Google, Amazon, Apple, Meta — that now define the digital economy, giving it a strong Big Tech orientation. The group is led as of 2025–2026 by President and CEO Matthew Schruers and operates offices in Washington and Brussels. CCIA is widely recognized as a lobbying vehicle for major tech companies rather than an independent research or journalism organization, and its policy positions consistently align with the commercial interests of its largest members. On antitrust, it has criticized what it calls 'using antitrust for anti-tech regulation,' putting it at odds with enforcement-minded officials even within the Trump administration's second term.
