Background

EFE was founded on January 3, 1939, in Burgos, Spain, under the Franco dictatorship, with Interior Minister Ramón Serrano Suñer — Franco's brother-in-law — as a driving force behind its creation. In its early decades the agency functioned partly as a propaganda instrument of the Francoist state, distributing favorable coverage domestically and to Latin America. After Spain's democratic transition in the late 1970s the agency shed its overtly political role; the state retained full ownership, eventually consolidating it under the SEPI holding company. By the 1980s EFE had grown into the fifth-largest news wire in the Western world and the dominant agency for Spanish-language journalism across roughly 180 countries. Its funding model combines commercial content sales with a regulated annual state subsidy, which draws periodic criticism from press-freedom advocates who question whether any government-owned wire can be fully independent of political pressure. In practice, EFE maintains a published Editorial Statute that enshrines editorial independence, and the State Media Monitor 2025 found no evidence of direct government control over its news content. The agency launched EFE Verifica, a dedicated fact-checking unit, in 2019. While its state ownership and government-set leadership appointments create a structural tension, EFE is broadly rated by media-monitoring organizations as factually reliable and least-biased for a wire service of its type.
