Background

Ernest W. Lefever, a Protestant minister and foreign-policy scholar, founded EPPC in 1976. It began with an emphasis on anti-communism, and on applying Judeo-Christian moral tradition to public policy. Over the following decades it became known for neoconservative and religious-conservative work on foreign policy, religion in public life and family issues. Its leadership included Elliott Abrams, who later served in Republican administrations, and Hillsdale College alumnus and Catholic scholar Ryan T. Anderson became president in 2021. Under Anderson the center moved toward the national-conservative wing of the right and expanded its work on technology, immigration, sex and gender, and the family. In 2025 President Trump appointed Anderson to the Religious Liberty Commission. EPPC scholars also co-wrote a Department of Health and Human Services report on pediatric gender medicine, which Vice President JD Vance and Health Secretary Robert F. Kennedy Jr. cited when referring hospitals to federal authorities. The center also hosts the Faith Angle Forum for journalists and publishes the online journal Public Discourse, and some affiliated writers, such as Peter Wehner, have been critical of Trump. Critics on the left describe EPPC as a vehicle for the religious right, while supporters describe it as a source of moral and policy analysis. Its positions on abortion, marriage and gender have been the main sources of controversy.
