Background

The FBI was established on July 26, 1908, by Attorney General Charles Bonaparte as the investigative arm of the Department of Justice; it adopted its current name on July 1, 1935. J. Edgar Hoover led the bureau from 1924 until his death in 1972—48 years—building its fingerprint database, crime lab, and national training academy, while also conducting controversial domestic surveillance programs such as COINTELPRO. Post-Hoover reforms imposed a ten-year term limit on directors and sought to insulate the bureau from direct political control. The FBI expanded its counterterrorism mission sharply after the September 11, 2001 attacks, becoming a major domestic intelligence collector alongside its criminal investigative role. During the Trump first term (2017–2021) and subsequent years, the bureau became a target of Republican criticism over its investigations into Trump and his associates. When Trump returned to office in January 2025, he appointed Kash Patel—a vocal Trump loyalist and critic of the FBI's prior leadership—as director. Patel has reorganized personnel, shifted investigative priorities toward immigration enforcement, and faced allegations of directing bonuses to favored employees and forming an internal unit to scrutinize agents who had worked on Trump-related cases. A lawsuit filed by former senior FBI officials in 2025 alleged that agents were fired in retaliation for having participated in lawful investigations. These changes have made the FBI under its current leadership one of the more politically contentious institutions in the U.S. government.
