Background

The organization has two roots that merged. The first is the Law Center to Prevent Gun Violence, founded in July 1993 in San Francisco by local attorneys responding to the 101 California Street mass shooting; it originally operated as Legal Community Against Violence and focused on legal research and litigation. The second is Americans for Responsible Solutions, a 501(c)(4) and affiliated PAC that Gabrielle Giffords and Mark Kelly launched in January 2013, motivated by Giffords's near-fatal shooting at a constituent event in Tucson in January 2011 and by the Sandy Hook Elementary massacre in December 2012. The two organizations merged in 2016, and the combined entity was rebranded Giffords in 2017. Today it operates as a family of affiliated entities: a 501(c)(4) advocacy organization, a 501(c)(3) law center, and a PAC. Giffords is explicitly and self-consciously an advocacy organization, not a journalistic one; its published content — scorecards, policy briefs, press releases, and legal amicus briefs — consistently argues for stricter gun laws. It has no pretense of editorial neutrality on the core issue of gun regulation. Since Donald Trump's return to office in January 2025, Giffords has maintained a running public tracker titled 'Tracking Trump's Disastrous Record on Guns' and has issued repeated press releases condemning administration moves to weaken ATF enforcement, roll back Biden-era gun regulations, and cut federal gun-violence-prevention grants.
