The Heritage Foundation is a Washington, D.C.-based conservative policy think tank, funded almost entirely by donations from right-leaning foundations, wealthy donors, and a large membership base. Under the Trump second term, Heritage has been a strong institutional backer, claiming credit for the administration adopting more than half of its Project 2025 policy blueprint.
