Background

Human Rights Watch was founded in 1978 as Helsinki Watch, co-created by Robert L. Bernstein, Jeri Laber, and Aryeh Neier to monitor Soviet compliance with the 1975 Helsinki Accords. Its early methodology — publicly 'naming and shaming' abusive governments through media and direct contact with policymakers — became the model it still uses today. Through the 1980s, regional arms were added: Americas Watch (1981), Asia Watch (1985), Africa Watch (1988), and Middle East Watch (1989). In 1988 these merged under the umbrella name Human Rights Watch, and the organization expanded its mandate through the 1990s to cover laws of war and economic rights globally. A landmark $100 million challenge grant from George Soros and the Open Society Foundations announced in 2010 significantly boosted its budget and scale, and also drew recurring criticism from conservatives and pro-Israel groups who argue the grant cemented a left-progressive tilt. The organization has faced periodic controversies about alleged disproportionate focus on Israel compared with other conflict parties. After executive director Kenneth Roth's long tenure ended in 2022, Tirana Hassan led the organization until February 2025; Philippe Bolopion, a 13-year HRW veteran and former journalist, was named executive director in November 2025. HRW's World Reports, annual country-by-country assessments, are widely cited by journalists and policymakers, though critics on the right view them as reflecting a structurally liberal perspective.
