Background

The Institutional Risk Analyst traces its roots to 2003, when Christopher Whalen co-founded Institutional Risk Analytics alongside Dennis Santiago in Los Angeles. The title was a deliberate nod — and gentle parody — of the trade publication Institutional Investor, reflecting the founders' focus on systemic risk in global financial markets. Whalen ran the firm until 2013, when Institutional Risk Analytics was acquired by Total Bank Solutions; he then relaunched under his own firm, Whalen Global Advisors LLC, continuing to publish the newsletter independently. Whalen brings a politically mixed but right-leaning background: he worked on the House Republican Conference under Rep. Jack Kemp, then spent years at the Federal Reserve Bank of New York, Bear Stearns, and Prudential Securities. Over the years he has contributed to The American Conservative, Breitbart News, National Mortgage News, Zero Hedge, and American Banker, placing him broadly in a market-oriented, libertarian-conservative tradition. The publication has built a following among institutional investors, bank analysts, and mortgage-market professionals for blunt, data-heavy takes on bank credit quality, net interest margins, and regulatory risk. Whalen has been consistently skeptical of Federal Reserve independence and federal housing policy, and in 2025–2026 he called the Trump administration's decision to keep Fannie Mae and Freddie Mac in conservatorship 'politics' while also warning of systemic risk in private credit markets — positions that put him at odds with both major party orthodoxies depending on the issue.
