Background

KAXE signed on the air April 23, 1976, founded by Rich McClear, Dave Molvik, Dale Constantine, and Suzi McClear in Grand Rapids, Minnesota. It became the first rural community-owned public radio station in the United States, at a time when the Corporation for Public Broadcasting doubted public radio would attract rural audiences. The station's founding model centered on listener support, community access, and editorial independence from both commercial and political pressures. Over the decades it added a second signal, KBXE (90.5 FM) in Bemidji, extending its reach across north-central, northeastern, and northwestern Minnesota. It operates as an NPR affiliate but maintains that neither NPR nor any outside entity has editorial control over its content. Media Bias/Fact Check rates it left-center in story selection, consistent with the broader NPR affiliate network, while rating its factual reporting as high. In 2026 the station celebrated its 50th anniversary and has been publicly vocal about federal funding threats to public media, positioning itself as a community-rooted alternative to larger public radio networks such as Minnesota Public Radio.
