Background
The NC Budget & Tax Center was founded in the early 1990s — more than 30 years ago — as a project inside the North Carolina Justice Center (NCJC), a progressive legal-advocacy nonprofit. It was among the first handful of state-level budget analysis groups supported by the Center on Budget and Policy Priorities, a national progressive think tank that helped seed similar organizations across the country. For decades, the Budget & Tax Center operated under NCJC's umbrella, producing fiscal analysis aimed at informing policymakers and the public about the effects of tax and budget decisions. Beginning in 2013, as North Carolina's Republican-controlled legislature pursued major income and corporate tax cuts, the center became a prominent critic of those changes, arguing they shifted the tax burden away from corporations and wealthy residents and eroded funding for public services. In January 2022, it separated from the NC Justice Center and incorporated as its own independent 501(c)(3) nonprofit, with Alexandra Sirota as executive director. It is a member of EARN (Economic Analysis and Research Network), a national network of progressive state-level policy organizations. In 2025–2026, the center has focused heavily on documenting the fiscal consequences of federal Medicaid and SNAP cuts under the Trump administration's 'One Big Beautiful Bill,' as well as continuing state-level tax-cut debates, consistently framing these developments as harmful to low- and middle-income North Carolinians.
