Background

The North Carolina Department of Environmental Quality traces its origins to a state geological survey in 1823. A modern agency took shape in 1971 under the North Carolina Executive Reorganization Act as the Department of Environmental and Natural Resources. The name changed to the Department of Natural Resources and Community Development in 1977, then reverted to variations on 'Environment and Natural Resources' over subsequent decades. The current name — Department of Environmental Quality — was adopted in 2015 when natural resources functions were separated into a distinct agency. DEQ serves as North Carolina's lead environmental stewardship body, overseeing air quality, water quality, and energy programs. Under Governor Roy Cooper (2017–2025), the agency pursued ambitious climate goals, including Executive Order 246 targeting a 50 percent reduction in greenhouse gas emissions by 2030. That policy direction continued under Democratic Governor Josh Stein, who took office in January 2025. DEQ press releases are official government documents: they announce regulatory actions, funding awards, and policy initiatives — they are not journalism.
