Background

NC Newsline traces its roots to NC Policy Watch, founded in 2004 by Chris Fitzsimon as an advocacy and commentary publication housed within the progressive North Carolina Justice Center. For nearly two decades it operated primarily as a policy watchdog focused on labor, health care, education, and social equity issues from an explicitly progressive standpoint. In 2017, States Newsroom began incubating similar state-level outlets using the left-aligned Hopewell Fund as a fiscal sponsor, and in 2019 it incorporated as an independent 501(c)(3). In February 2023, ownership of NC Policy Watch was formally transferred from the North Carolina Justice Center to States Newsroom, and the outlet was rebranded as NC Newsline to signal an expansion from commentary into full-service news reporting. Laura Leslie, longtime capitol bureau chief at WRAL-TV in Raleigh, became editor at the relaunch. Media Bias/Fact Check rates the outlet as LEFT biased, noting that story selection and editorial framing consistently favor progressive positions on issues such as reproductive rights, LGBTQ equality, climate policy, income inequality, and gun reform. Funders have included the Wyss Foundation and other large progressive philanthropies, a fact that critics have cited as evidence of ideological orientation despite the outlet's self-description as nonpartisan.
