Background

The origins of North Carolina's state audit function trace to 1782, when the General Assembly appointed a Comptroller to oversee public accounts. A formal Office of Auditor of Public Accounts was created in 1862 and replaced in 1868 by the elected Office of State Auditor, whose head serves four-year terms with no term limits. In 1921 the legislature expanded the auditor's powers but blended accounting and oversight duties in a way that risked conflicts of interest; those functions were separated in 1955, giving the auditor genuine independence to review state government finances and investigate misuse of public funds. The office today audits more than $100 billion in state assets and liabilities annually, including roughly $28 billion in federal grants to North Carolina entities each fiscal year. The position was held by Democrats for several consecutive terms leading up to 2025; Republican Dave Boliek — a former Democrat who re-registered with the Republican Party in 2023 — defeated incumbent Democrat Jessica Holmes in the November 2024 general election. Boliek has stated he was inspired to enter politics by Donald Trump and has supported a North Carolina analogue to the federal DOGE government-efficiency initiative.
