NC WARN
U.S. left; environmental and climate advocacy group
Background
NC WARN was founded in 1987 as the Waste Awareness and Reduction Network. Its early focus was nuclear waste and toxic hazards, including the Shearon Harris nuclear plant. Jim Warren has been executive director since 1993. Over time the group shifted to climate change and energy justice, and it now argues for rooftop and community solar, efficiency, and an end to fossil fuel generation. It is known for confrontational tactics aimed at Duke Energy, including regulatory interventions, lawsuits, and civil disobedience. These include a campaign of civil disobedience at the governor's mansion that began in May 2026. It publishes news releases, statements, and op-eds that present its own advocacy position, so its output is advocacy rather than independent reporting. In 2026 it criticized a court ruling for Duke Energy in a climate-deception lawsuit, a state regulatory pause on solar, and Gov. Stein's support for Duke's 2050 carbon-neutral goal. It has also accused Duke executives of 'crimes against humanity,' which is strong rhetoric. Its funding includes large foundation grants alongside membership dues. Its focus is state-level utility politics, so it comments on federal policy only occasionally.
