Background

NFIB was founded in 1943 by C. Wilson Harder in San Mateo, California, with the stated mission of giving small businesses a voice in government. The organization grew through membership balloting—members vote to set the policy agenda—which it still uses today. Headquarters moved to Nashville, Tennessee in 1992, around the time President Jack Faris sharpened the group's focus on political lobbying and grassroots activism. Over decades NFIB became one of the most influential business lobbying organizations in the country, active in all 50 states. The group drew scrutiny after it filed a major lawsuit challenging the Affordable Care Act in 2012 (NFIB v. Sebelius), which reached the Supreme Court. Investigations by labor and campaign-finance watchdogs found that NFIB had quietly received millions in large contributions from Republican-network donors, complicating its nonpartisan self-image. Brad Close, a longtime NFIB policy veteran, became President and CEO in February 2020. Under the second Trump administration (2025–present), NFIB has publicly praised the administration's deregulatory actions, led coalitions urging Congress to expand regulatory exemptions for small businesses, and aligned its advocacy tightly with White House priorities on taxes and compliance costs.
