Background

The agency traces its origins to 1977, when North Carolina created the Department of Crime Control and Public Safety to consolidate law enforcement and public safety functions under one cabinet-level office. In 2012, the state legislature merged the North Carolina Department of Correction and the Department of Juvenile Justice and Delinquency Prevention into the agency, substantially expanding its size and scope. By 2023, corrections functions were again separated into the newly created North Carolina Department of Adult Correction, leaving NCDPS focused on law enforcement, juvenile justice, emergency management, and oversight of the North Carolina National Guard. The department employs roughly 3,000 civilian staff and is administratively linked to approximately 10,000 National Guard soldiers and airmen. Its leadership has seen recent turbulence: longtime Secretary Eddie Buffaloe retired at the start of 2025, Governor Stein's nominee Jeff Smythe was never confirmed by the Republican-controlled state Senate, and interim secretary Casandra Hoekstra has led the agency since mid-2026. The department administers federal criminal justice and homeland security grants, making it financially dependent on both the state budget and the goodwill of federal agencies under the Trump administration.
