Background

NRDC was founded in 1970 by environmental lawyers Whitney North Seymour Jr. and Stephen Duggan, with early seed funding from the Ford Foundation, which required the group to merge with a cohort of Yale Law School graduates and include Rockefeller-connected trustees on its board. It grew into one of the largest and most influential environmental nonprofits in the United States, combining litigation, scientific research, and policy advocacy. Over the decades it expanded from focusing on domestic air and water law to addressing global climate change, toxic chemicals, and environmental justice. During the first Trump administration (2017–2021), NRDC filed dozens of lawsuits challenging rollbacks of environmental regulations. Under the Biden administration it was a strong backer of the Inflation Reduction Act of 2022. Since Trump's second term began in January 2025, NRDC has maintained a posture of open opposition, tracking administration actions through a public 'White House Watch' dashboard, filing new litigation, and characterizing EPA and energy-policy moves — including the EPA's 2026 repeal of the climate endangerment finding — as unprecedented threats to environmental law.
