Background

PPSL was founded in 2012 at the Legal Services Center of Harvard Law School, in Jamaica Plain, Massachusetts. It represented low-income borrowers who took on debt to attend for-profit schools. Over time it became a leading legal voice for such borrowers. It reports more than one million clients and over $10 billion in canceled fraudulent loan debt. It became a separate nonprofit on August 1, 2022. Its work includes class-action litigation, Freedom of Information Act suits, regulatory comments and policy advocacy on borrower defense and related rules. Executive director Eileen Connor is often quoted in national coverage. In 2026 it has publicly opposed the Trump administration's plan to spin Federal Student Aid out of the Education Department. It has also filed a proposed class action over canceled debts that were still shown as outstanding on credit reports. The group's perspective is that of an advocate for borrowers and a critic of the for-profit college industry. Its claims and figures are self-reported advocacy and should be read as such, though much of its work is on the court record.
