Background

Rappler launched in January 2012, founded by Maria Ressa — a former CNN bureau chief and ABS-CBN News head — along with fellow veteran Philippine journalists Glenda Gloria, Chay Hofileña, and Lilibeth Frondoso. It was conceived as a digital-native outlet focused on investigative reporting and social media accountability in the Philippines. In 2015 it accepted investment from North Base Media through Philippine Depositary Receipts (PDRs), a structure that keeps formal ownership Filipino while allowing foreign capital. Under President Rodrigo Duterte (2016–2022), Rappler's critical coverage of his drug war killings made it a target: authorities filed cyberlibel and tax charges against Ressa, who was arrested multiple times and posted bail at least ten times. The Securities and Exchange Commission moved to revoke Rappler's operating license, alleging illegal foreign ownership via its PDR structure — a claim the Philippine Supreme Court ultimately rejected, ending those proceedings in a landmark 2026 ruling. In 2021, Ressa was awarded the Nobel Peace Prize for her work safeguarding press freedom.
