Background

Sputnik was launched on November 10, 2014, by Rossiya Segodnya, a Kremlin-controlled media holding company created by a decree from President Vladimir Putin. It replaced the Soviet-era Voice of Russia radio service and traces organizational roots to Radio Moscow, which began broadcasting in 1929. The relaunch consolidated Russian international broadcasting into a single multimedia brand offering news in multiple languages across radio, web, and social media. In 2017, the U.S. Justice Department forced Sputnik's American content provider, RIA Global LLC, and its broadcast partner RM Broadcasting to register under the Foreign Agents Registration Act (FARA), citing its role as an instrument of Russian state influence. The FBI also opened an investigation into Sputnik as a potential propaganda arm of the Kremlin. The U.S. State Department has formally identified Sputnik, alongside RT, as a key element of Russia's disinformation and propaganda ecosystem used to advance Kremlin foreign policy objectives. Academic studies have found that Sputnik's coverage consistently framed Trump favorably relative to his political opponents during his first term and promoted anti-establishment, anti-Western narratives more broadly. In early 2025, Sputnik expanded operations by opening its first African Editorial Center in Addis Ababa, though it shuttered its Azerbaijan bureau in mid-2025.
