Background

Stars and Stripes traces its roots to Civil War soldier newspapers and was established in its modern form during World War I and World War II, when it was written and produced largely by service members. It became a civilian-staffed operation in the decades after, and a 1992 law and later Pentagon policy codified its editorial independence from the chain of command. It is a federal entity that is paid for partly by taxpayer money, and it is not a private outlet. Its reporting is generally regarded as straight news with an emphasis on military life, overseas bases, and Pentagon policy. It has at times reported unflattering stories about the military, which is the basis of its reputation for independence. In January 2026 the Pentagon announced it wanted to refocus the paper on warfighters and remove what officials called 'woke' distractions. In March 2026 it released a modernization plan that affirmed independence on paper while expanding Defense Department oversight, restricting wire-service content, barring material not 'consistent with good order and discipline', and moving away from print. In April 2026 the Pentagon fired ombudsman Jacqueline Smith, who had criticized the cancellation of syndicated comics, and she sued, alleging retaliation. In August 2026 the Pentagon sent separation notices to publisher Max Lederer and editor-in-chief Erik Slavin, along with a reporter, and Democratic senators objected to placing an active-duty public affairs officer in senior leadership. The Pentagon has argued in litigation that the paper is its own government speech. Readers should treat its coverage of the Pentagon as increasingly subject to the department's influence.
