Background
The White House has issued official communications since the founding of the republic, but the modern institutional structure dates to 1929, when the first fully government-funded presidential press staff was put in place. President Nixon formalized the White House Office of Communications in January 1969, separating long-range message strategy from the daily Press Secretary role. WhiteHouse.gov launched in 1994 as the administration's digital home, and has served as the primary repository for statements, proclamations, and executive orders ever since. Each incoming administration fully controls the site's content, and past administrations' materials are archived at separate presidential library URLs. Under Trump's second term (beginning January 2025), the White House has used the site more aggressively as a direct communications channel: in April 2025 it launched the 'White House Wire,' a news aggregator modeled on right-leaning outlets that curates articles favorable to the administration. In late 2025 it added a 'Media Bias Portal' — branded an 'Offender Hall of Shame' — cataloguing journalists and outlets it deems hostile, a move condemned by Reporters Without Borders. Media Bias/Fact Check rates whitehouse.gov as 'Right' and 'Questionable' due to one-sided promotional content, republication of disputed claims, and conspiratorial messaging; AllSides rates it 'Lean Right' with low confidence. Because the White House is itself the source of administration policy, its releases carry no independent editorial check — they are primary-source government documents, not journalism.
