Background

TVP World launched on November 18, 2021, as an English-language 24-hour channel of Telewizja Polska (TVP), Poland's national public broadcaster originally founded in 1952. It replaced an earlier online service called Poland IN and was created in direct response to a hybrid warfare and disinformation campaign surrounding Poland's border crisis with Belarus. During the eight years of Law and Justice (PiS) rule (2015–2023), TVP became widely criticized as a government mouthpiece: independent monitors found that 97% of coverage of President Duda during the 2020 election was positive, while 87% of coverage of the main opposition candidate was negative. In December 2023, the incoming Tusk coalition government dismissed TVP's leadership and briefly took its flagship news channel off air — a move that itself drew criticism from press-freedom groups as legally dubious. Since the changeover, independent monitoring has found that TVP's editorial tilt has shifted from pro-PiS to pro-Tusk, with governing coalition voices dominating guest rosters in ratios far exceeding their share of parliament. TVP is formally funded through license fees and advertising, but government subsidies have become the primary revenue source due to chronic undercollection of the license fee. TVP World's own stated mission is to deliver news from a Polish viewpoint and promote Poland's 'soft power' abroad, with coverage focused heavily on NATO, the Russia-Ukraine war, EU affairs, and Polish national interests.
