Background

The Department of Energy was established on October 1, 1977, when President Jimmy Carter signed the Department of Energy Organization Act, largely in response to the 1973 oil crisis and the need to consolidate scattered federal energy programs. It merged two predecessor agencies: the Atomic Energy Commission, which had overseen the U.S. nuclear weapons program since 1946, and the Energy Research and Development Administration. Through the 1980s, the agency's nuclear weapons mission dominated under President Reagan; after the Cold War ended, priorities shifted toward environmental cleanup of nuclear sites and nonproliferation.
