OHCHR is a UN intergovernmental body established in 1993 to promote and protect human rights globally; it is not independent of member-state politics but operates under a universal human rights mandate adopted by the General Assembly. Its funding mix — mandatory UN budget shares plus heavily earmarked voluntary donations from mostly Western governments — gives wealthier democracies outsized influence over its priorities. Under current High Commissioner Volker Türk, OHCHR has been openly critical of Trump administration policies on immigration, U.S. airstrikes it characterized as threatening civilian lives, and what Türk described as a U.S. retreat from international law and human rights frameworks.
