Background

The U.S. Naval Institute was founded in 1873 by a group of Navy officers seeking a professional forum for debate on sea-power issues. It is headquartered on the grounds of the U.S. Naval Academy in Annapolis, Maryland, under permission granted by a 1936 Act of Congress, but it has no formal government affiliation or public funding. Since 1874 it has published Proceedings, one of the oldest continuously running professional military journals in the United States.
