Heat Warnings Stretch From the Plains to the Atlantic Coast

The heat dome that settled over the central United States in late June kept expanding through July. Death tolls announced while a heat wave is still happening are always provisional. Heat rarely shows up alone on a death certificate — it usually appears as a heart attack or kidney failure in someone who was already sick, and the full count gets revised upward months later through separate mortality analysis[9][11]. In an average U.S. year, the CDC counts 67,512 heat-related emergency department visits, 9,235 hospitalizations, and 702 deaths[11]. That baseline is the backdrop against which this summer is being measured, and it means both "the toll is modest so far" and "the toll is likely much higher than reported" can be defended at the same time, right now, by different people looking at the same data.

What the Weather Actually Forced Washington to Do

One fact nobody disputes: the grid strained under this heat, and the federal government intervened directly to hold it together. On June 30, the Department of Energy issued an emergency order covering PJM, the grid operator serving much of the mid-Atlantic, after PJM forecast demand of 166,147 megawatts — above the region's previous all-time record of 165,563 megawatts, set in 2006[13][14]. Those orders rest on a specific legal tool: Section 202(c) of the Federal Power Act, which lets the Energy Secretary order power plants to keep operating during an emergency, even ones scheduled to retire. The administration's argument is that grids have shed too much "dispatchable" generation — plants that can be switched on any time, regardless of wind or sunlight — right as demand keeps climbing. Air conditioning is the single most effective defense against heat death. It only works, though, if the power stays on. From that angle, keeping a coal plant running through a heat wave isn't about energy policy at all — it's about keeping the lights, and the AC, running for as long as the heat lasts.

That argument doesn't require denying that the planet is warming. It just treats warming as a separate problem from this weekend's risk: emissions cuts don't cool anyone down on a Saturday in July, backers of the policy say, but a working grid does. Congress funded NOAA above what the White House had requested in the fiscal 2026 bill signed January 23, 2026, and hiring for weather-forecasting jobs has reopened — both facts the administration points to when it's accused of leaving the country less prepared[20].

At the same time, critics argue, the federal government has been cutting the programs built to help people survive that heat.

The clearest example is the Low Income Home Energy Assistance Program, known as LIHEAP, which helps low-income households cover their utility bills. A Grading System Built Around One Idea: Heat Is Local

Underneath both political arguments sits a technical one the National Weather Service has been pushing for years: that a single national temperature threshold is the wrong way to warn people about heat. Instead, the agency uses a tool called HeatRisk, which grades each day from minor to extreme for a specific place, not the country as a whole. The logic is that 95 degrees in Boston is far more dangerous than 95 degrees in Phoenix, because bodies, buildings, and cities adapt to whatever heat is normal where they are[12].

That's also why overnight temperatures matter as much as the afternoon peak, maybe more. When nighttime lows stay in the high 70s or low 80s, the body never gets the cooling-off window it needs to recover from a hot day. Fox Weather covered the human toll in detail but kept climate attribution at a distance, at one point exploring whether 2026 would be the hottest year on record through a prediction market's betting odds rather than emissions data[7][8]. CNN and E&E News tied the heat more directly to fossil fuels and to federal cuts, with E&E's headline — "Deadly heat is coming. But funding to save lives is not." — asserting the causal link in the headline itself, ahead of the specific evidence[21][23].

Who Actually Can't Get Out of the Heat

For outdoor workers, older residents living alone, and low-income households rationing air conditioning to save money, the argument isn't really about which forecast or which power plant is right. It's about exposure. Roofers and farmworkers can't step inside when the heat index hits 110. Someone on a fixed income who's afraid of the electric bill may leave the AC off on the exact days it matters most.

Advocates for these groups are pushing for narrower, more durable fixes than either side's national argument: enforceable water-rest-shade rules for people working outside, restored bill assistance, and cooling centers that stay open at night and are reachable without a car[23].
