A Parasite Moves Through the Food Supply

Between June 14 and August 11, 2026, people in 20 states got sick with cyclosporiasis, a diarrheal illness caused by a parasite called Cyclospora cayetanensis[1]. The Centers for Disease Control and Prevention has now tied 11,458 of those illnesses to one outbreak. At least 495 people were hospitalized. Two people died[1].

Health officials and the company involved agree on the basic outline. Iceberg lettuce grown in central Mexico and processed by Taylor Farms de Mexico carried the parasite into restaurants, grocery stores, hospitals and stadiums[1][3][14]. On July 17, Taylor Farms pulled all iceberg lettuce sourced from central Mexico off the U.S. market. It suspended production at the Guanajuato plant the next day[3][7]. By then, Consumer Reports found, the lettuce had already reached 28 states[14].

Most of the people who got sick fell ill before that recall ever happened[3]. That timing matters. It means the response, however it's judged, came after the exposure was already over for most patients.

The two deaths were both in Michigan. State officials announced them on August 3 and said both patients had underlying health conditions[6]. Everything past this point is where the story gets complicated, because two different agencies are counting two different things, and no one has a clean way to prove exactly where the contamination started.

Two Numbers, One Headline

Michigan's health department has published a running case count since late June. As of September 3, it stood at 14,718 cyclosporiasis cases statewide, up from just 174 at the end of June[4][5]. That number is bigger than the CDC's national outbreak total of 11,458[1][5].

The two figures aren't measuring the same thing. Michigan counts every cyclosporiasis case reported anywhere in the state this season, whether or not it's linked to Taylor Farms lettuce. The CDC counts only the cases its investigators have specifically tied to this outbreak[1][4]. Michigan's number is larger because it's broader, not because more people got sick from this one source.

That distinction gets lost in a lot of coverage. Michigan's 14,718 is often quoted as if it were the national outbreak count[5]. Neither agency has much reason to correct the confusion. The bigger number helps Michigan argue for more public-health resources, and it doesn't make the federal count look wrong.

Since May 1, 2026, the CDC has logged 18,445 lab-confirmed cyclosporiasis cases nationwide from all sources, not just this outbreak[1]. That's the widest lens available. The 11,458 figure is the CDC's best estimate of how many of those cases trace back to Taylor Farms lettuce specifically.

Why Nobody Can Produce a Smoking Gun

The dispute over evidence turns on how this parasite behaves. Cyclospora cayetanensis isn't like Salmonella. When it leaves an infected person's body, it isn't yet able to infect anyone else. It has to sit in soil or water for days or weeks before it becomes dangerous again.

That means the illness never spreads person to person. Every case traces back to something people ate or drank, usually produce touched by contaminated water or field soil. It also means the parasite survives the chlorine washes used on bagged salad, and it's genuinely hard to detect in a produce sample even when it's really there.

That biology cuts both ways. FDA and CDC say their case rests on epidemiologic and traceback evidence: interviewing sick patients about what they ate, then following shipping records backward until the trails converge on one supplier[2][3]. They say those trails converged on Taylor Farms iceberg lettuce from central Mexico[2]. Because the parasite is so hard to catch in a lab sample weeks after the fact, a positive test was never realistic to expect — so this kind of proof is often the only kind available[2][3].

Mexico's food-safety regulators, Cofepris and Senasica, inspected the Guanajuato plant from July 18-20. They tested 10 lettuce samples and four irrigation-water samples. All came back negative for the parasite[8]. Senasica also checked the farms that supply the plant and found no cluster of gastrointestinal illness among them[8]. Mexican officials treat this as evidence the plant was clean. But testing a plant weeks after the harvest can come back negative even if the original field was contaminated — so the negative results don't rule out the lettuce as the source, either[8]. Both sides can hold their position indefinitely. Neither can be proven wrong by the other's evidence.

FDA investigators didn't reach the Mexican plant until mid-August, roughly a month after the agency had already publicly linked the lettuce to the outbreak[9]. The Washington Post reported the facility hadn't been inspected by FDA in seven years before that.

What Taylor Farms Says, and What It Doesn't Say

Taylor Farms maintains it isn't responsible for the outbreak[7][13]. Its public statement leans on three points: more than 30 years in operation, billions of servings produced, and over $200 million spent on food safety[7]. The company says it cooperated with regulators and pulled the product voluntarily before being ordered to.

Notice what the statement doesn't address. It defends the cleanliness of the company's facility and its safety record. It doesn't speak to whether the field-grown lettuce itself carried the parasite before it ever reached the plant, which is the actual question at the center of the outbreak. That's a common pattern in company statements once litigation is likely; an admission becomes evidence in a lawsuit, so companies describe their own diligence instead[7][13].

Bloomberg reported that Taylor Farms was slow to act as cases mounted, using the phrase "slow-walked" to describe the company's pace[15]. CNN reported the company has been linked to five other Cyclospora or E. coli outbreaks over the past decade-plus[10]. Neither report claims those past incidents prove this one, but both note the company has faced this kind of scrutiny before.

The Guanajuato plant's shutdown had real consequences on the ground. Local Mexican coverage, including from the outlet Latinus, described the plant closing after the outbreak in the U.S. became public, framing it as a Mexican business absorbing the fallout of an American finding it couldn't yet contest with its own data[18].

A Second Argument, Running Alongside the First

A separate debate has attached itself to this outbreak: whether federal budget and staffing cuts slowed the response. NPR and Fortune both point to hard numbers. FDA's foreign food inspections fell from 805 in fiscal 2024 to 723 in fiscal 2025, then dropped to 214 in the first half of fiscal 2026[11]. Imported food makes up about 20% of the U.S. food supply, so even the higher inspection numbers only ever covered a small slice of what crosses the border[11].

CDC's FoodNet system, which actively tracks foodborne pathogens, was also cut. It used to monitor eight pathogens closely. It now monitors two, and Cyclospora was one of the six dropped[11][12]. A separate USDA research program on Cyclospora was defunded in 2026[17].

Critics of those cuts, including NPR and Fortune, argue that thinner staffing and surveillance mean slower detection, and slower detection means more people get sick before anyone sounds the alarm[11][12]. That's a real mechanism: fewer inspectors process fewer samples, and a smaller surveillance list means a parasite dropped from the list gets found later, if a state doesn't happen to catch it independently. Both outlets are careful to note, later in their reporting, that this specific outbreak can't be conclusively pinned on those cuts[11][12]. The claim is about probability and delay, not proof of cause.

What's Left Unsettled

The lettuce is off the market. The Guanajuato plant went dark for a stretch. Thousands of people spent weeks sick, and two families in Michigan lost someone[1][3][6][18]. Those facts aren't in dispute by anyone involved.

What remains unresolved is the same tension that's been there from the start. The biology of this parasite means investigators will likely never have more than epidemiologic and traceback evidence, and that evidence is what FDA and CDC are standing on[2][3]. Mexican regulators are standing on negative lab samples that, by the same biology, don't actually clear the lettuce field where the contamination would have happened weeks earlier[8]. Both positions can be true at once, which is exactly why neither has moved the other.

Underneath both arguments sits a numbers problem that outlasts this outbreak specifically. Imports keep growing, inspection capacity hasn't kept pace, and detection still depends heavily on sick people getting interviewed after the fact[11]. That was true before this year's cuts, and it will still be true if the cuts are reversed. If a similar contamination happens again, in a different plant with a different lettuce, the same argument between clean lab samples and epidemiological trails is likely to play out the same way.
