A Storm That Weakened Still Kept Hawaii County on Emergency Footing

Tropical Storm Moke passed about 200 miles south of Hawaii's Big Island on Sunday, Aug. 23, and weakened into a tropical depression that same night[2][4]. By most measures, that should have been the end of the story. Instead, Hawaii County had already declared a local emergency, and the National Weather Service kept a flood watch running on the island until 6 p.m. Monday[3][4].

The reason a fading storm still triggered that response has nothing to do with Moke's strength. It has to do with what came before it. Hurricane Lala hit the same island as a Category 1 storm a week earlier, on Aug. 16, and left the ground in no condition to handle a second round of rain[7].

Lala dropped up to 43 inches of rain in parts of the Big Island[6]. It killed at least one person and damaged more than 100 homes[7]. At its peak, it knocked out power to more than 250,000 customers across Oahu, Maui and Hawaii island — the largest outage in Hawaii's modern history[23]. Why Soaked Ground Changes the Math

The forecast numbers for Moke were not, on their own, extreme. The National Weather Service called for 5 to 10 inches of rain on windward and southeast slopes, with isolated spots getting up to 15 inches[1][4]. That is a real storm, but not an unusual one for Hawaii.

What made officials nervous was the ground underneath it. Soil that is already saturated cannot soak up more water, so new rain runs straight off instead of draining in. That runoff hits hillsides that Lala had already loosened, and it moves through culverts and drains still clogged with debris from the first storm[19]. The practical result: less rain does more damage than it would in a normal week.

That is also why the National Weather Service's advisory used the phrase "life-threatening flooding and mudslides," specifically for windward and southeast slopes near where Lala hit hardest[4]. A tropical depression is defined by wind speed alone — sustained winds under 39 mph[2]. It says nothing about rainfall, which depends on moisture and terrain. When wet air gets pushed up the Big Island's steep slopes, it cools and dumps rain in one place for hours, storm category or not.

Forecasters have a professional reason to lean toward strong language. Missing a fatal mudslide is the kind of failure that ends careers and costs lives. A watch that expires quietly, with nothing happening, costs almost nothing by comparison[4]. That asymmetry pushes advisory wording toward the severe end, even for a weakening storm sitting 200 miles offshore.

The Paperwork Behind the Preparedness

Hawaii County's emergency proclamation was not just a symbolic gesture. It is a legal switch that unlocks emergency spending and lets officials skip normal contracting rules, and it starts a paper trail that matters later for federal reimbursement[3]. That declaration cannot be issued after the fact, so counties tend to declare early, when the cost of doing so is low.

That paper trail matters right now because Hawaii is still working through the process for Lala. The Hawaii Emergency Management Agency said Friday, Aug. 21, that it was preparing a request for a federal disaster declaration, with joint damage assessments getting underway that week[14][15]. Federal disaster aid is deliberately hard to get: a state has to document that the damage is more than it can handle on its own before Washington will help pay for it[14].

Moke complicated the timing. Damage assessments for Lala were still in progress when the second storm arrived, which makes it harder to separate what one storm broke from what the other one did[14]. Gov. Josh Green also urged residents to restock food, medicine and supplies ahead of Moke — advice that is harder to follow than usual when a week-old power outage has already emptied people's refrigerators[11].

Whose Timeline Is the Real Problem

For Hawaiian Electric, the slow pace of restoration in rural areas is a matter of triage, not neglect. Crews restore hospitals, water pumps and shelters first, because those sites protect the most people per hour of work. Some of the remaining lines are reachable only on foot, and crews cannot safely hike into unstable terrain during an active flood watch[8][20]. The utility has said restoration in some remote areas could take weeks or months[8].

Residents facing that timeline see it differently. Being told to restock refrigerated food and medicine means little when the refrigerator has been off for a week already. A second storm arriving mid-restoration risks undoing finished repair work and resetting the clock on areas crews had just reached.

Both things can be true at once: the utility's restoration order reflects a real cost structure, and it still leaves rural, low-density areas last[8][20]. That is a function of how crew-hours get allocated, not a judgment about who matters.

One Storm, Two Explanations for Why It Happened

Coverage of Moke split less over the facts than over what the facts mean. Weather.com found that Lala and Moke are likely the most damaging back-to-back storm pair to hit Hawaii within about a week, in records going back to the mid-20th century[6]. From there, outlets diverged.

CNN filed its Moke coverage under a climate desk and ran a companion piece explaining how a strengthening El Nino is steering storms toward Hawaii[5][16]. El Nino is a natural, recurring warming cycle in the tropical Pacific that shows up every few years. In a typical year, storms heading toward Hawaii run into cooler water and hostile upper-level winds that tear them apart before they arrive. A strong El Nino removes both of those barriers, which is why more storms are making it through this season[16].

That is not quite the same as a straightforward climate-change story, even though the two arguments often travel together. The climate-attribution case rests on a different mechanism: warmer oceans hold more energy, and a warmer atmosphere holds roughly 7% more water vapor for every degree Celsius of warming. So a storm that does arrive carries more rain than an identical storm would have decades ago. Meteorologists at outlets like CNN name El Nino as the immediate driver of this particular cluster, while the broader climate case is about the baseline all storms now draw from[5][16].

Fox Weather and Fox-owned stations covered the same storm with no attribution paragraph on either point, framing it instead around forecast mechanics and the "hit hardest — again" angle, plus Gov. Green's preparedness advice[10][11]. Al Jazeera ran a short, wire-style account using metric units for a global audience and left out U.S. politics, FEMA and any climate argument entirely[12]. Some digital outlets leaned toward alarm: Newsweek's headline quoted the advisory's "life-threatening" language without the qualifier that it applied specifically to windward and southeast slopes, not the island as a whole[17].

What Happens Next

Moke was forecast to become a post-tropical system by Tuesday, effectively ending its threat to Hawaii[2]. But the two open questions from the past two weeks are still unresolved. Federal officials have not yet issued a disaster declaration for Lala, and damage assessments were still being scheduled as of the weekend[14]. And more than 10,000 Hawaiian Electric customers were still waiting for power to come back, with some told it could be weeks or months before it does[8][22].
