Background

ASPI was founded in 2001 by Prime Minister John Howard's government as an independent Commonwealth company to provide policy research on Australian defense and strategic affairs; it was formally launched in March 2002. Its inaugural executive director was strategist Hugh White (2001–2004), followed by retired Major General Peter Abigail and then Peter Jennings (2012–2022), who helped build ASPI's international profile, particularly on Indo-Pacific security and Chinese technology risks. Justin Bassi became executive director in May 2022. ASPI launched The Strategist as its public-facing daily commentary site, publishing analysis from researchers, former officials, and outside contributors. The institute drew global attention for research exposing surveillance technology links to Xinjiang and risks posed by Chinese-owned tech firms, work that was substantially underwritten by U.S. government funding. Critics — including former Australian Labor senator Kim Carr, ex-Foreign Minister Bob Carr, and former senior diplomats — have called ASPI 'pro-American' and accused it of reflecting a 'hawkish,' Western-alliance-first worldview shaped by its defense-industry and U.S.-government funders. In 2025, the Trump administration froze U.S. funding to ASPI, which had covered roughly 70% of its China-focused research, forcing the institute to scale back that work. That same year, Australian Prime Minister Anthony Albanese publicly criticized ASPI's annual Cost of Defence report, reflecting domestic political tensions around the institute's advocacy for higher defense spending.
