The John Locke Foundation was founded in 1990 in Raleigh by a group of North Carolinians, with major early funding and leadership from businessman Art Pope, to promote limited-government, free-market policy in state politics. Carolina Journal launched soon after as the foundation's monthly print newspaper and later expanded into a daily online news site, becoming the Locke Foundation's primary public-facing media arm. Pope family foundations have provided the large majority of Locke's funding for decades, and Pope himself served in state government (as state budget director under Gov.
