Background
Consumer Reports was founded in 1936 as Consumers Union, formed by workers who had gone on strike at an earlier product-testing nonprofit, Consumers' Research. From the start it operated independently of advertisers, a model that drew early hostility from major newspapers and magazines that refused to carry its ads. Over the following decades, Consumers Union grew into a major nonprofit publishing powerhouse, testing products and lobbying for consumer-protection legislation including seatbelt laws, food-safety rules, and financial regulations. In 2018, the organization rebranded: the magazine and consumer-testing work kept the Consumer Reports name, while the advocacy and lobbying activities became Consumer Reports Advocacy, continuing under the Consumers Union Action Fund 501(c)(4) structure. The advocacy division's leadership and major funders have consistently aligned with progressive causes — the CEO named in January 2025, Phil Radford, previously led Greenpeace and served as chief strategy officer at the Sierra Club, and earlier leadership included executives with ties to the Ford Foundation and Ralph Nader's consumer-rights network. The division lobbies on auto safety, data privacy, energy and environment, food safety, and financial consumer protection. Under the Trump second term, it has been openly critical of DOGE-led cuts to the CFPB, describing the bureau as 'on life support,' and has opposed rollbacks of fuel-economy standards and fair-lending protections.
