EUobserver is an independent, not-for-profit news site in Brussels that covers EU politics and policy. It is funded by memberships, ads and private foundation grants, not by governments or the EU. It covers the Trump administration mainly through its effects on Europe (trade, NATO, Ukraine), and the tone of that coverage is generally critical of U.S. policy. I did not review its recent articles closely enough to rate that tone precisely, so 'mostly neutral' is a cautious label.
