Background

FAIR was founded on January 2, 1979, by ophthalmologist John Tanton — who also had ties to Zero Population Growth and the Sierra Club's population committee — along with labor historian Otis L. Graham Jr. and Sidney Swensrud, a former Gulf Oil chairman. Its stated mission from the outset was to sharply reduce immigration levels, both legal and unauthorized. In its early decades FAIR positioned itself as a mainstream policy voice and received initial seed funding from the Charles Stewart Mott Foundation, though its ties to the eugenics-linked Pioneer Fund and Tanton's private correspondence expressing racial concerns generated significant controversy. The Southern Poverty Law Center designated FAIR a hate group in 2008, citing what it described as racist statements by leaders and financial ties to white-nationalist organizations; FAIR has consistently rejected that label as politically motivated. Dan Stein has served as president since 1988, giving the organization unusual leadership continuity. Major sustained funding has come from the Colcom Foundation, established by the late Cordelia Scaife May, which has channeled over $18 million to FAIR. During the first Trump administration (2017–2021), FAIR enjoyed significant policy influence, and that alignment deepened in the second term: FAIR's 2025 year-in-review publicly described itself as working directly with the Trump administration and Congress on border security bills including the Secure the Border Act and the SAVE Act.
