Background

FIRE was founded in 1999 by University of Pennsylvania historian Alan Charles Kors and Boston civil liberties lawyer Harvey Silverglate, initially to fight campus speech codes and due process violations at colleges and universities. For its first two decades, it focused exclusively on higher education, winning cases for students and faculty across the ideological spectrum. In June 2022, it broadened its mission and changed its name from 'Foundation for Individual Rights in Education' to 'Foundation for Individual Rights and Expression,' retaining the FIRE acronym, to pursue free-speech work off campus as well. Greg Lukianoff has served as president and CEO since 2006 and has been its most prominent public voice, co-authoring the widely read book 'The Coddling of the American Mind' with social psychologist Jonathan Haidt. The organization's funding comes heavily from conservative and libertarian grant-makers — including the Koch, Bradley, and Scaife networks — which critics argue shapes its priorities even when individual cases span the spectrum. Independent analysts, including Media Bias/Fact Check, rate it center-right. FIRE has faced criticism for what some scholars describe as selective framing, methodological weaknesses in its campus speech-code rankings, and amplifying a campus free-speech crisis narrative that serves conservative political messaging. During Trump's second term, FIRE recorded more politician-driven censorship demands in 2025 alone than in the prior 24 years combined, and it has publicly criticized the administration for using federal pressure to suppress pro-Palestinian and other disfavored viewpoints on campuses.
