Background

The Center was formed in 1996 when two legal-services groups, the NC Client and Community Development Center and the NC Legal Services Resource Center, merged. It describes itself as the state's leading voice for economic, social and political justice, working on issues such as poverty, health care access, workers' rights, voting rights, immigrant rights and tax policy. It combines policy research, litigation and legislative advocacy, and it has regularly opposed North Carolina Republican legislative priorities. In 2004 it launched NC Policy Watch, a news and commentary operation whose stated goal was to inform policy debates and help ensure that progressive policy solutions win. Critics on the right, such as the Influence Watch profile, classify the Center and Policy Watch as progressive advocacy rather than neutral journalism. In early 2023 the Center announced that Policy Watch would become a state affiliate of States Newsroom, and it was renamed NC Newsline. The Center no longer owns that outlet, though the two share a history and some staff lineage. Today its own output consists of reports, legal and policy analysis, and press statements that reflect an openly progressive perspective. My searches did not turn up its own 2026 statements about the Trump administration, so the 'broadly critical' stance is inferred from its policy positions and advocacy record, not from a review of recent coverage.
