Background

RT launched on December 10, 2005, as 'Russia Today,' created by TV-Novosti — a body established by the Russian government — as a soft-power vehicle to counter what the Kremlin characterized as Western media bias against Russia. Founding editor-in-chief Margarita Simonyan, appointed at age 25, has led the network ever since; she also serves as editor-in-chief of state news agency Rossiya Segodnya since 2013. In its early years RT positioned itself as an alternative international news source while embedding narratives favorable to Russian foreign policy, particularly on NATO expansion and the Chechen conflict. After Russia's 2014 annexation of Crimea, its output became more overtly propagandistic, and Western researchers and governments began formally classifying it as a state propaganda outlet. In 2017, RT America was ordered to register as a foreign agent under the Foreign Agents Registration Act (FARA) in the United States; RT America ceased operations entirely in 2022. The EU and UK banned RT broadcasts following Russia's full-scale invasion of Ukraine in February 2022, though the network has remained accessible through streaming and satellite workarounds. The U.S. State Department has publicly stated that RT functions not merely as a Kremlin media outlet but as a cover for Russian covert information and influence operations, including military procurement activities. Pravda, a related but historically distinct brand, was the Soviet Communist Party's flagship newspaper founded in 1912; it is now owned and published by the Communist Party of the Russian Federation and maintains a nationalist, Soviet-nostalgic editorial line broadly aligned with Kremlin messaging, though it operates separately from RT.
